“New Industrialisation Elite Enterprises Nurturing Scheme” Successfully Launched
Nurturing Future Industries to Serve National and Hong Kong Needs

The Hong Kong New Industrialisation Development Alliance (HKNIDA) serve as the implementation agent of the “New Industrialisation Elite Enterprises Nurturing Scheme” (NIES) at the advice of the Government and held a launch ceremony to promote and introduce the scheme details to the industry. The ceremony was honoured by the presence of Prof Sun Dong, Secretary for Innovation, Technology and Industry as the officiating guest, and Dr Ge Ming, Commissioner for Industry (Innovation and Technology) in attendance. The Hong Kong Productivity Council (HKPC), the secretariat of the NIES, introduced the details at the ceremony, attracting 100 industry leaders to join the event.

Dr Steve Chuang, Chairman of the Hong Kong New Industrialisation Development Alliance, said, “The national 15th Five-Year Plan emphasises deep integration of scientific and technological innovation. As a collaborative platform integrating Government, industry, academia, research and investment sectors, the Hong Kong New Industrialisation Development Alliance is committed to supporting Hong Kong’s development of high-end manufacturing and facilitating the practical application and realisation of R&D outcomes. I am confident that the Alliance’s network and platform can be organically combined with the NIES to propel Hong Kong’s new industrial development to a new milestone, hence consolidate and strengthen the foundation of the real economy.”

Prof Sun Dong, Secretary for Innovation, Technology and Industry, said in his speech, “The title of ‘New Industrialisation Elite Enterprise’ is not only a recognition to the nominees’ effort in developing new industrialisation in Hong Kong, but also a credible label that helps companies gain market recognition and attract the attention of partners and investors. The scheme will provide a platform for the enterprises to connect with market resources more effectively and support their own development, while simultaneously raising the quality of Hong Kong’s new industrialisation. I hope that the industry will actively participate in and promote the scheme to discover and nominate more qualified new industrialisation enterprises to take Hong Kong’s new industrialisation up a notch.”

The ceremony was held at Federation of Hong Kong Industries (FHKI). Anthony Lam, Chairman of FHKI, said in his welcoming remark, “We express our gratitude to the officiating guests, Prof Sun Dong, Secretary for Innovation, Technology and Industry, Dr. Ge Ming, Commissioner for Industry, and leaders from the industry for their presence. We also thank the implementation agent, the HKNIDA, for choosing to launch the scheme at FHKI. We wish the program a great success, and the industry will fully support the NIES to jointly cultivate new forces for Hong Kong's new industry.”

The “New Industrialisation Elite Enterprises Nurturing Scheme” was proposed in the 2026-27 Budget by the Financial Secretary to nurture emerging and future industry by focusing on support for high-growth enterprises that develop their businesses in Hong Kong and contribute to the local development of new industrialisation. The NIES nomination period is set between 18 June and 24 July. Selected nominees will be awarded the honorary title of “New Industrialisation Elite Enterprise” after comprehensive assessment by the assessment committee, which enables them to more effectively access market resources and forces through the scheme platform, and hence increases their market visibility and recognition. The awardees are expected to be announced in September, with an award presentation ceremony in the fourth quarter this year.
