Q-Mark Marks 47th Anniversary with
Launch of "Silver Q-Mark" for the Silver Economy
The Hong Kong Q-Mark Council, under Federation of Hong Kong Industries (FHKI), has officially announced the launch of the Hong Kong Q-Mark Silver Scheme (Silver Q-Mark). This initiative supports the HKSAR Government’s promotion of the silver economy and aims to address the opportunities and challenges of an aging population. The new scheme, which certifies high-quality products and services for the elderly, is open for applications from today (25 November).
The Silver Q-Mark is one of the initiatives introduced by the Government’s Working Group on Promoting Silver Economy to advance “quality assurance of silver products”. The scheme’s scope covers products such as Care Food, gerontechnology, and other elderly-friendly items. It also extends to services, including residential care homes and restaurants serving Care Food. The Hong Kong Q-Mark Council will rigorously test or assess products or services against category-specific criteria to ensure they meet their claimed standards of performance and quality. In addition to scheduled audits, random checks will be conducted as necessary. Enterprises that pass the evaluation will be awarded a Silver Q-Mark license.
FHKI Chairman Anthony Lam remarked, “The essence of industry is to meet the ever-changing needs of society. In response to the new opportunities arising from shifts in population structure, technological development, and lifestyles, FHKI has launched the Silver Q-Mark. Through this certification, we hope to encourage the industry to develop high-quality products and services for the elderly and to jointly drive the growth of the silver economy in Hong Kong.”
The Guest of Honour, the Deputy Chief Secretary for Administration Cheuk Wing Hing, expressed, "I am delighted that the Federation of Hong Kong Industries is officially launching the Silver Q-Mark certification scheme tonight. This programme will certify products for the elderly, including food, daily necessities, and tech products, encouraging the industry to enhance the quality of elderly products and providing assurance for the elderly and their families/caregivers. I am also pleased to see that the Federation of Hong Kong Industries will sign a letter of intent with the Hong Kong Council of Social Service, starting with CareFood as an initial project, to deepen co-operation in developing the silver economy, knowledge exchanges, and industry promotion. I look forward to promoting the quality assurance of silver products through the collaborative efforts of all sectors, which will drive local economic development and improve the quality of life for the elderly, enabling them to truly enjoy their golden years."
To further promote exchange and cooperation in products and services for the elderly, FHKI signed a Memorandum of Understanding (MoU) with the Hong Kong Council of Social Service (HKCSS) at the ceremony. Beginning with Care Food, the two parties will collaborate in various fields, including knowledge exchange, policy advocacy, professional development, and industry promotion. This cooperation aims to advance the silver economy in Hong Kong and boost the development of the local silver economy ecosystem.
Karen Chan, FHKI Deputy Chairman and Chairman of the Hong Kong Q-Mark Council, signed the MoU on behalf of FHKI. She expressed her high expectations for the partnership with HKCSS in promoting standardisation and certification of Care Food, stating, “This collaboration not only fosters the development of the silver economy but also embodies our ‘people-first’ philosophy of serving the community by providing safer, more suitable meals for the elderly and those with special dietary needs.”
Since its establishment in 1978, the Hong Kong Q-Mark Council has been a steadfast advocate for high standards, setting benchmarks for quality products and services while adeptly adapting to evolving industrial and consumer needs. Over the past 47 years, Q-Mark has launched the Hong Kong Q-Mark Product Scheme (Red Mark), the Hong Kong Q-Mark Service Scheme (Gold Mark), the Hong Kong Q-Mark Service (Cyan) Scheme (Cyan Mark), the Hong Kong Green Mark Certification Scheme (Green Mark), and Q STEM, which certifies STEM-related products and services. In December 2024 and August 2025 respectively, it further expanded its portfolio with the Q-Carbon, Q-ESG, and Q-Halal Mark certification schemes.
This year, a total of 278 enterprises were awarded Q-Mark Licenses across these schemes: 103 received the Red Mark, 55 the Gold Mark, 58 the Cyan Mark, 15 the Green Mark, and 27 the Q-STEM. The Q-Carbon scheme, launched last year, has already granted 11 certifications. Meanwhile, the brand-new Q-Halal Mark has certified 9 restaurants across 6 hotel brands within its first three months. Moving forward, the Council remains committed to protecting consumer interests and enhancing the quality of products and services. We will also continue to expand the Q-Mark certification schemes in a timely manner to meet the changing demands of society.
At the anniversary ceremony, FHKI also presented the “FHKI Q-Mark Low Carbon Restaurant Award 2025” Award of the Year. This award recognises catering businesses that are actively implementing environmentally friendly, low-carbon measures to reduce their carbon footprint. A total of 10 companies received the award this year, among which Café de Coral Holdings Limited was recognised as the 4-star low carbon restaurant. Please refer to the appendix for details.
