Advancing New Industrialisation in the Greater Bay Area
FHKI Warmly Welcomes the Development Outline for Hong Kong Park of Hetao Shenzhen-Hong Kong Science and Technology Innovation Co-operation Zone
  

The Federation of Hong Kong Industries (“FHKI”) welcomes the promulgation of the Development Outline for Hong Kong Park of Hetao Shenzhen-Hong Kong Science and Technology Innovation Co-operation Zone (the “Development Outline”) by the HKSAR Government. The framework advances four strategic pillars: to build a world-class industry-academia-research platform; to establish an internationally competitive R&D transformation and pilot production base for industries; to foster a hub for pooling global innovation and technology resources, and to cultivate a testing ground for institutional and policy innovation. Structured across two five-year phases, the Development Outline will provide vital support for Hong Kong's emerging industries and enhanced productive capabilities whilst fostering technological advancement throughout the Greater Bay Area.

 

FHKI Chairman Steve Chuang highlighted that the Hetao Shenzhen-Hong Kong Science and Technology Innovation Co-operation Zone represents a key national strategic initiative to accelerate I&T cooperation among Guangdong, Hong Kong and Macao. The Development Outline capitalises on the unique position of the Hong Kong Park as a "special zone within a special administrative region". "The Hong Kong Park's distinctive status as being simultaneously 'outside yet within' the Mainland creates unprecedented opportunities," Chairman Chuang explained. "This unique positioning enables us to harness the complementary strengths of Hong Kong and Mainland China, exemplifying an innovative application of the 'One Country, Two Systems' principle. We anticipate the Park will serve as a powerful magnet for global technology leaders and top-tier talent, driving innovation throughout the Greater Bay Area." Chairman Chuang emphasised that the Park's success depends on establishing an innovative regulatory framework, "We advocate for proactive dialogue between the HKSAR Government and relevant national authorities to formulate more agile policies governing the 'four flows' - people, logistics, capital and data - which are essential to support I&T development."

 

Chairman Chuang further emphasised that the Development Outline’s vision for an “industry-academia-research area” and “R&D transformation and pilot production base” marks a milestone moment in Hong Kong's I&T and industrial development journey, representing the culmination of sustained industry advocacy. FHKI pledges its full support to the HKSAR Government in enabling member enterprises to capitalise on the transformative opportunities presented by the Loop, ultimately advancing Hong Kong's new industrialisation.
