Bolstering Hong Kong's Role in Western China's Development

The Federation of Hong Kong Industries (FHKI) has successfully concluded its delegation visit to Chongqing and Chengdu, returning to Hong Kong on 29 August. During their visit to Chengdu, the second leg of their trip, the delegation actively engaged with Sichuan provincial leaders, including, a dinner hosted by the Director of the United Front Work Department of Sichuan Zhao Junmin, and a meeting with the Vice Governor of the People's Government of Sichuan Province Li Wenqing. These meetings focused on enhancing Sichuan-Hong Kong economic and industrial cooperation. The delegation also signed a Memorandum of Understanding (MOU) with the Chengdu Hi-Tech Industrial Development Zone (CDHT). FHKI Chairman Steve Chuang hopes that, in the future, there will be more cooperation between the two regions in the area of commerce, innovation and technology, and new industries, complementing each other's strengths in achieving mutual benefits and a win-win situation.

The signing of the MOU was witnessed by Deputy Director of the CDHT Management Committee Yuan Lanlan, Director of the Hong Kong Economic and Trade Office in Chengdu Enoch Yuen and FHKI Chairman Steve Chuang. The MOU was signed by FHKI General Committee Member and Chairman of the Mainland Affairs Committee Sze Kam-shing, and Director of the International Cooperation and Commerce Bureau of CDHT Yu Yang, marking the initiation of a strategic partnership between FHKI and CDHT.

The MOU aims to establish a collaborative framework between FHKI and CDHT, promoting exchanges and cooperation in industry, enterprise, technology, and trade. It includes initiatives for knowledge exchange, policy advocacy, professional development and industry promotion with further collaboration in mutually beneficial areas. The MOU also facilitates joint projects and consultations regarding human resources, expertise, and information necessary for enhancing the capabilities of businesses in both regions.

Beyond the cooperation with CDHT, the delegation had previously signed an agreement with the Chongqing Municipal Commission of Commerce, further solidifying the foundation for expanded collaboration among Hong Kong enterprises and, also, both Chongqing and Sichuan.

FHKI Chairman Steve Chuang highlighted Sichuan's role as a national hub for economic and technological innovation in the western part of the country. He emphasised that the ongoing transformation of traditional manufacturing industries through digitalisation and smart technologies and, also, expressing optimism for future collaborations in commerce, innovation, and new industries. Chairman Chuang noted, "This trip has uncovered numerous investment opportunities suitable for Hong Kong enterprises, planting seeds for deeper integration into the national development strategy of our motherland. Leveraging upon the 'One Country, Two Systems' framework, Hong Kong serves as a ‘super-connector’ and aids Sichuan enterprises in reaching out to the Belt and Road markets, ensuring mutual benefits and contributing to the nation's high-quality development."

During their stay in Sichuan, the delegation attended a networking dinner hosted by the Hong Kong Trade Development Council in Chengdu and the Hong Kong Chamber of Commerce in Sichuan, where they were well received by Principal Representative (Western District) of Hong Kong Trade Development Council Zhou Hong and Hong Kong Chamber of Commerce in Sichuan Chairman Harry Hung. The delegation visited several key industrial sites, including, Truly (Renshou) High-End Display Technology, APLUX, and Xinyi Energy Smart (Sichuan) Company, and also toured the Sanxingdui Museum, which was visited by President Xi Jinping last year.

Chairman Steve Chuang summarised that the five-day visit provided profound insights into the latest developments and strategies of the Western China's development, laying a strong foundation for future cooperation. The two MOUs signed during the trip have laid a robust foundation for expanding cooperation between Hong Kong businesses and the regions of Chongqing and Sichuan. During the trip, the delegation toured three FHKI member companies operating locally: Lee & Man Paper, Xinyi Glass and Truly (Renshou) High-End Display Technology. Chairman Chuang highlighted the success stories of these enterprises, all of which illustrated the unique "Hong Kong story" behind them. Chairman Chuang explained, "These manufacturing enterprises, rooted in Hong Kong, have adeptly leveraged upon Hong Kong’s strengths as an international financial centre. By utilising these financial advantages, they successfully expanded their operations across various provinces and cities in the Mainland, achieving growth and strengthening their market presence. These living cases exemplify how Hong Kong businesses have been actively engaged in the development of the Greater Bay Area and Western China, significantly contributing to Hong Kong's integration into the broader national development strategy."

The success of the delegation’s journey could not have been achieved without the  kind and generous support of the Hong Kong and Macao Affairs Office of Sichuan Province, the Hong Kong Economic and Trade Office in Chengdu, and the Hong Kong Trade Development Council in Chengdu and Chongqing, to which FHKI extends its deepest gratitude.
