Hong Kong New Industrialisation Development Alliance Officially Established
The founding ceremony of the Hong Kong New Industrialisation Development Alliance (the "Alliance Connect") was grandly held on March 18 at the Hong Kong Convention and Exhibition Centre, marking a new milestone in cross-sector collaboration for Hong Kong’s new industries and innovation technology development. The ceremony was graced by the presence of the Secretary for Justice of the HKSAR, Paul Lam, as the guest of honor, while the Secretary for Innovation, Technology and Industry, Sun Dong, delivered a compelling keynote speech. Over 500 distinguished guests from the Government, industry, academia, research, and investment sectors attended to demonstrate their support. Following the launch ceremony, the Alliance Connect hosted its inaugural summit forum, bringing together esteemed representatives to engage in discussions on Hong Kong's innovation and technology development, new industrial landscape, and the advancement of the industrial ecosystem.
The establishment of the Alliance Connect was proposed by the Chief Executive of the HKSAR, John Lee, in his 2024 Policy Address, and was coordinated by the Federation of Hong Kong Industries in collaboration with seven other institutions. The Alliance Connect aims to foster close cooperation among the Government, industry, academia, research, and investment sectors, creating a platform to drive Hong Kong's new industralisation and positioning it as a new growth area for the city's economy. It also strives to realise the vision of transforming Hong Kong into an international innovation and technology centre. The founding members include (in no particular order): Federation of Hong Kong Industries(“FHKI”), The Chinese Manufacturers' Association of Hong Kong (“the CMA”), Hong Kong Productivity Council (“HKPC”), Hong Kong Science and Technology Parks Corporation (“HKSTP”), Vocational Training Council (“VTC”), the Hong Kong Institution of Engineers (the “HKIE”), Bank of China Group Investment Limited (“BOCGI”), and Hong Kong New Industrialisation Alliance (“HKNIA”). The Alliance Connect’s first Chairman, Steve Chuang, who is also the Chairman of FHKI, will serve a two year term. The signing and launching ceremony was witnessed by Secretary for Justice Paul Lam, the President of the Legislative Council Hon Andrew Leung, and Secretary for Innovation, Technology and Industry Sun Dong.
Steve Chuang, Chairman of the Hong Kong New Industrialisation Development Alliance and the Federation of Hong Kong Industries, expressed his gratitude for the support received from various sectors, "For 65 years, FHKI has promoted the development of industry and commerce in Hong Kong. The establishment of the Alliance Connect marks a significant step forward in advancing Hong Kong's new industries and I&T. I am confident we will achieve remarkable progress together. I look forward to working closely with the Government, industry, academia, research, and investment sectors to strengthen the industrial landscape and uncover new growth areas for Hong Kong."
The Guest of Honour, Secretary for Justice Paul Lam, remarked in his speech that the establishment of the Alliance Connect is an important milestone for Hong Kong's transition into an era of new industrialisation. He noted that I&T will chart Hong Kong's future direction, while the city’s robust legal system will provide the essential support, “Hong Kong's transparent and fair legal system ensures a stable environment for the development of new industries. Our comprehensive intellectual property protection framework covering patents, trademarks, and copyrights, offers strong safeguards for R&D outcomes. By strictly enforcing intellectual property laws, we instill confidence in enterprises, enabling them to invest in innovation, preventing technology infringement and thus drive technological advancement and industrial upgrading,” he stated.
Secretary for Innovation, Technology and Industry Sun Dong expressed his aspirations for the Alliance Connect in his keynote speech. He called for closer collaboration among stakeholders in the I&T sector, describing the Alliance Connect as a new form, new model, and new attempt of cooperation between the Government and industry. “The development of Hong Kong's innovation and technology industry, centered on new industrialisation, faces numerous challenges, including funding and land supply bottlenecks. We urgently need to innovate policies and systems to break through these obstacles. I hope the Alliance Connect will courageously take on the roles of reformer and promoter, work together with the government to face challenges and pave a sustainable development path for Hong Kong's economic transformation.” he emphasised.
Dr Wingco Lo, President of the CMA, said, “The CMA is honoured to be a founding member of the Alliance Connect. I believe that strengthening communication and collaboration mechanisms will foster closer connections across the innovation ecosystem, creating synergies that drive the integrated development of technological and industrial innovation in Hong Kong.”
Hon Sunny TAN, Chairman of HKPC, expressed, “The Hong Kong Productivity Council (HKPC) is pleased to be one of the founding members of the Hong Kong New Industrialisation Development Alliance. HKPC is dedicated to promoting innovative technologies and facilitating the development of new productive forces, empowering businesses to navigate the challenges of the global market. We also support the industry in advancing new industrialisation, thereby enhancing the competitiveness of enterprises. I believe that new industrialisation will emerge as a significant growth driver for Hong Kong's economy, enabling more enterprises to thrive in new fields and markets.”
Mr Oscar Wong, Head of Innofacturing, HKSTP, said, “The InnoParks will fully cooperate with the work of the ‘Hong Kong New Industrialisation Development Alliance’ to foster new industrialisation in Hong Kong to a new level and promote the diversified economy of the city in the long run.”
VTC Chairman Tony Tai said that VTC is committed to nurturing professionals needed for societal and industry development, strengthening Hong Kong's vocational talent pool. As a founding member of the Alliance, VTC will leverage the advantages and strengths of vocational and professional education and training (VPET) and closely collaborate with various sectors to promote new industrialisation, thereby injecting vitality into Hong Kong's economy.
Ir Eric Ma, President of the HKIE, said, “The official establishment of the Hong Kong New Industrialisation Development Alliance symbolises the collaboration of the industry, professionals and academia, working together to accelerate the new industrialization in Hong Kong. This marks an important step towards developing new quality productive forces in Hong Kong.”
Mr. Li Sheng, Chairman of BOCGI, mentioned, “I would like to extend my sincere congratulations on the grand inauguration of the Hong Kong New Industrialisation Development Alliance. As a Founding Member, Bank of China Group Investment Limited will fully leverage our professional investment expertise and utilize the global network of the Bank of China Group to provide diversified, end-to-end financial services for enterprises. We are committed to supporting the Alliance in building a collaborative platform and delivering impactful contributions to the new industrialization and technological advancement in Hong Kong!”
Dr. Du Peng, Chairman of HKNIA, suggested, “The establishment of the Hong Kong New Industrialisation Development Alliance marks a significant milestone in Hong Kong's economic development. It is poised to play an irreplaceable and pivotal role in driving industrial transformation, developing new quality productive forces, and establishing the city as an international technology and innovation hub. As one of the founding members, our organization will leverage our expertise in bridging China's manufacturing sector and real economy to contribute our modest efforts toward advancing Hong Kong's new industrialisation initiatives.”
Following the launch, the Alliance Connect hosted its inaugural summit forum, featuring “Innovation-Driven Future: Shaping Hong Kong's New Industrial Landscape” and “Cross-sectoral Collaboration: Building Hong Kong's Industrial Ecosystem.” The forum included high-profile panelists such as Commissioner for Industry (Innovation and Technology) Ge Ming, and other key industry leaders, who explored the path forward for Hong Kong new industrial development.
