From 19 October 2020, the Environmental Protection Department (EPD) of HKSAR launched “Phasing Out Euro IV Diesel Commercial Vehicles - Ex-gratia Payment Scheme” to, by the end of 2027, phase out Euro IV diesel commercial vehicles (DCVs), including diesel goods vehicles, non-franchised buses and light buses.
Eligible vehicle owners should finish the following items within the designated period:
- scrap the DCVs through vehicle scrapping companies registered under the Scheme;
- cancel the registration at the Transport Department; and
- apply for the Scheme within three months after the cancellation of the vehicle's registration.
DCVs that were originally designed as Euro V but classified into Euro IV due to the first registration dates are exempt from the Scheme, but owners of these DCVs can choose to participate the Scheme or not. Besides, owners of DCVs that were originally designed as Euro IV but classified into Euro V can, by the end of 2027, choose to finish the above-mentioned items to participate the Scheme.
