On 12 March 2020, the US Trade Representative (USTR) announced the second batch of List 4A and the tenth batch of List 3 items to be excluded from the additional tariffs imposed on Mainland products. The exclusions are available for any product that meets the description set out in the exclusion, regardless of whether the importer filed an exclusion request. Highlights are as follows:
- The items covered by the second batch of List 4A products include bowls of molded plastics for surgical procedures, disposable graduated medicine dispensing cups of plastics, pads of foam plastics, single-use sterile drapes and covers of plastics, single-use face masks of textile fabrics, single-use medical masks of textile material, etc.;
- The items covered by the tenth batch of List 3 products include certain sacks and bags (including cones) of polymers of ethylene, articles of apparel and clothing accessories (other than gloves, mittens and mitts), etc.; and
- The product exclusion for the second batch of List 4A Mainland products will apply as of 1 September 2019 to 1 September 2020, while that for the tenth batch of List 3 products will be from 24 September 2019 to 7 August 2020.
