The Minimum Wage Ordinance came into force on 1 May 2011 with the initial minimum wage rate set at HK$28 per hour. In order to evaluate the impact of statutory minimum wage on business, the Employers’ Federation of Hong Kong conducted an initial study on the impact of statutory minimum wage among Hong Kong employers in August 2011.
We believe the impact of statutory minimum wage on business will only be fully realised over time. A longitudinal study that continually tracks the key parameters of the effect of minimum wage i.e. compliance cost, administrative measures adopted, etc will help understand the trend and thus facilitate the business sector’s lobbying work on the issue. This is particularly important as statistical findings are one of the key considerations in the review mechanism of the statutory minimum wage level.
