1. INTRODUCTION
1.1 Background The Federation of Hong Kong Industries (FHKI) launched the “One Factory-One Year-One Environmental Project (1-1-1) Programme” in 2005. This FHKI and Hang Seng Bank joined hands in 2007 to establish the “Hang Seng Pearl River Delta Environmental Awards” under the “Manufacturing category” of the 1-1-1 Programme. The Awards aim to recognise and encourage sound environmental practices by manufacturing companies (including transportation and logistics) in Hong Kong and the Pearl River Delta (PRD) region. Since its launch, the Awards has received a wide support from governments from both sides of the border, relevant organizations and industries. Your company is invited to participate.
1.2 Purpose of this Guide
This guide is to assist Hong Kong and PRD manufacturers in understanding the framework, processes and requirements of the 1-1-1 Programme.
2. The 1-1-1 Programme
2.1 Programme Objectives
The aim of the Programme is to reduce pollution that is affecting people in Hong Kong and the PRD region. Your participation will help improve the worsening environment.
Three levels of recognition are as follows:
Ÿ Hang Seng Pearl River Delta Environmental Awardees
Ÿ Green Medalists
Ÿ Green Participants
Hang Seng Pearl River Delta Environmental Awardees
The FHKI will select, among various participants, companies with the most outstanding environmental projects. This year, participants are to compete for the following awards:
Ÿ “Hang Seng Pearl River Delta Environmental Grand Award”:
1 winner at cash prize of HKD100,000
Ÿ “Hang Seng Pearl River Delta Environmental Award”:
3 winners at cash prize of HKD50,000 each
Ÿ “Hang Seng Pearl River Delta Environmental Category Award”:
1 winner at cash prize of HKD10,000 for each of the following categories:
1. Energy conservation
2. Water management
3. Waste discharge reduction & treatment
4. Recycling of resources
5. Air emissions
6. Noise abatement
7. Green management
8. Others
Winners will also be entitled to display a designated logo with an appropriate description on company letterheads, envelopes, compliment slips, advertising and promotional materials for three years.
Green Medalists
Upon successful completion of three or more environmental projects, the participating company will be recognised with a ‘Green Medal’. Green Medalists will be entitled to display an official ‘Green Medal’ logo on company letterheads, envelopes, compliment slips, advertising and promotional materials for three years.
Green Participants
Upon successful completion of one and/or two environmental projects, the participating company will be recognised as a “Green Participant”.
2.2 Eligibility
Applications are invited from companies with a valid business registration certificate that undertake their manufacturing processes (including transportation and logistics) in Hong Kong and/or in the PRD region. Manufacturing companies (including transportation and logistics) which have completed at least one environmental project from 1 January 2008 to 31 December 2008 are eligible to participate.
2.3 Application Procedure
Ÿ Registration: Please complete the application form and return the form to the FHKI either by fax (852) 2721 3494 or e-mail mrd@fhki.org.hk.
Ÿ Other Fee:
- Assessment fee (Green Medalist participants only, ie participants who register the Programme with 3 or more environmental projects)
-- Full subsidy of HK$4,000 per factory for the first 10 Green Medalist participants entering the Programme;
-- A subsidy of HK$2,000 per factory for the 11th to 50th Green Medalist participants;
-- HK$4,000 per factory from the 51st Green Medalist participants onwards.
Assessment fee should be settled upon completion of the assessment.
(For on-site assessment taken place in the Mainland China, assessor’s transportation and accommodation expenses will be borne by participating companies.)

2.4 Benefits
The 1-1-1 Programme encourages businesses to demonstrate their commitment towards environmental sustainability through undertaking viable environmental programmes in their operations both in Hong Kong and/or the PRD region. Participating in the 1-1-1 Programme offers members the following benefits:

3. TYPES OF ENVIRONMENTAL PROGRAMMES
1. Energy conservation: incorporation of energy-saving mechanisms or adoption of renewable energy, etc.
2. Water management: incorporation of water-saving mechanisms, water recycling, etc.
3. Waste discharge reduction and treatment: proper handling and reduction of solid wastes, liquid wastes, hazardous and chemical wastes, etc.
4. Recycling of resources: incorporation of technology and systems to recycle resources.
5. Air emissions: reduction of vehicular emissions, reduction of air emissions from production, improvement of indoor air quality, etc.
6. Noise abatement: elimination of noise and noise reduction measures, etc.
7. Green management:
a. Product Eco-design: incorporation of environmental friendly features into product design
b. Cleaner production: incorporation of measures in production processes that result in a reduced burden or negative impact on the environment
c. Green procurement: use of environmental friendly products that result in a reduced burden or negative impact on the environment
d. Reporting: environment reporting and sustainability reporting, etc.

4. ASSESSMENT
4.1 Assessment Process
Green Medalists (committing at least 3 or more environmental projects) are expected to complete their environmental projects within a specified period (1 January 2008 – 31 December 2008). The FHKI and the Programme’s partnered assessment bodies will jointly determine if project targets have been successfully achieved. Participants will be responsible for providing evidences to prove their achievements. Participating companies are required to undertake on-site assessment by an assessment body to verify claimed accomplishments.
An independent panel of judges will be formed, composing of environmental professionals, business leaders and university professors. The panel reserves the right not to offer award(s) if no suitable winners are identified. The panel’s decision shall be final.

Participants will select from the Programme's partnered assessment bodies, for on-site assessment. Please refer to the following for a list of assessors.
